Following on from a recommendation of the Cape Cod Commission’s Regional Housing Strategy, Outwith Studio was brought in to study year-round housing subsidy programs, including deed restriction programs that ensure occupants live on the Cape year-round and annual incentives to convert short-term rentals to year-round rentals. Both program types are already found on the Cape and beyond. Outwith analyzed ownership and rental market trends to calculate the scale of subsidies needed, interviewed subsidy program operators nationwide, and met with local stakeholders to learn about interest and constraints in implementation. The result was a set of policies that could be adopted and adapted by each Cape Cod community to bring new year-round housing to the market.
